I'm not sure which program you are trying to use, but personally I have been trying to install Adobe Acrobat 2021 with errors like yours still. The only way to fix that, if the programs are just installed recently, is to open Task Manager startup section and disable anything related to Adobe updates. It might solve your problem but if not, you better reinstall the programs and disable the update startups.

the only solution that works for me, is to block adobe programs from using the internet, by using a firewall

There does have some Adobe's services are running in the background. Open your Windows Task Manager, in the Services tab, look and find Adobe's services and stop them. Uninstall/Remove those components and apply the patching again.
